The limit
The work you came for is the monthly close. We keep the books, we set payroll up beside that close, we prepare statements you can read, and we prepare the return from months the bank has already matched. For that close, Steven Palmieri carries both the Tax CFO role and the Entrepreneur's CFO role, and both roles are the same person reading the open month with you. Steven Palmieri is not a CPA.
No CPA license sits behind that monthly close, behind the statements, or behind the return. An audited statement, a reviewed statement, and a compilation are three documents this close never produces. We also never hand a stranger an opinion that the statements are fairly presented.
When a lender, an investor, or a written contract asks for an audit, a review, a compilation, or that kind of opinion, the first call is where we say the request sits outside this close. We then name a firm that holds the license and can take the request. We do not fold that request into the month.
Payday keeps running on the payroll company you already chose. We read that company's journal and place the wages, the amounts withheld, and the employer's share into the same month as the bank match. We do not run the payday, and we do not approve the hours.
If an exam or an appeal arrives, we pull the months that were already matched and help you answer the document request. We do not appear as your representative at that exam, and we do not speak for you in front of the agency.
Texas Occupations Code sections 901.451, 901.453, and 901.456 are the lines we cite when we say a person may prepare a tax return, may give management advice, and may prepare financial statements that carry no report, all without a CPA license. License holders keep the audit work, the review work, the compilation work, and any letter that tells a lender the statements can be relied on. Closing a month by the tenth does not include that bundle. We name the section in the sentence, because a remembered paraphrase of the code is not good enough for a limit this sharp.
When an older month is still open, that month is finished before anyone calls the current one closed. If several months are open, the first conversation names how far back the catching up goes, and nobody signs an engagement until that depth has been said out loud.
A page on this site starts from the practice's own monthly work and from Texas sources we can point at, including the Comptroller pages and the Occupations Code. Software helps draft a first pass. A person in the practice then reads that pass against the limits written above before the page stays up. If you find a wrong line, call and name it, and the page is corrected rather than left for a later reprint.
No figure, including the Harris County total of 8.25, is allowed onto a page unless we can name the publisher and the day we opened their page. A market number stays tied to the company that published it, and it is never offered as a result of this practice. When the Occupations Code or a Comptroller rate is mentioned, the section number or the agency page is named in the same breath. If the only place a rate lives is in someone's memory of a prior year, that rate stays off the page until the Comptroller page confirms it.
Nothing stays up after a single draft. We open the Comptroller page again before the 6.25 state piece or the transit piece remains. We read every claim about what this practice does, and what it refuses, against the limits in the section above. A layout may show the shape of a closed month, and it may not show a client's shop unless that owner agreed in writing and every name and amount that would identify the shop has been stripped away.
The layouts you see are the shape of a month with every client's amounts left off. They show structure only. They are not a promise that your own month will look calm, and they are not a sample taken from someone else's books.
The deliverable you would actually receive is a closed month, not a picture pasted from another owner. If a page ever showed a real total, it would be someone else's number or a number we invented, and we do neither. Amounts stay off these pages so a stranger can learn the work without learning anyone else's books.
A correction is written on the page that was wrong. If we change the Harris County rate note or the signed-report limit, the date standing at the top of that page changes with the words, so you can tell this version from last month's. A bad 8.25 row, or any other figure that does not survive a second look at the Comptroller page, is rewritten or removed before the next reader arrives. It is not softened into a quieter sentence that still misleads. Calling the footer number and naming the line is the whole request.
A wrong sales-tax row does not stay up because deleting it would take a minute. On a Harris County file the three pieces we add are a state piece of 6.25, a city piece of 1, and a transit piece of 1, and those three together are 8.25. Step across the line into Fort Bend and a local assistance district can stand in the spot where Harris uses the transit piece. That is why the address on the file is checked before any rate is written down.
Collected tax is not profit, and a payday journal is not a second set of books. Both have to land in the month the underlying work belonged to before we will tell you the month is closed. The home page aims that close at the tenth. This page is where the outer limit of that aim is written, including the signed report we do not give.

A wrong line on this page, or a contract that asks for a signature this close does not give, is a phone call. That same number sits again under the legal links, so a correction does not depend on hunting through the article.
People reach this practice through more than one named front door, and each door is named for the help the visitor was trying to find. Behind every door is the same person and the same phone number. One address leaves this site for the practice home, and that address is stevenpalmieri.com. These pages do not link onward to any sibling site.
People land here because they want the books kept through the year, with the bank matched by the tenth, rather than a rescue assembled from a folder in March. Each month we match the bank, we set payroll up beside that close, and we prepare the return from months that already match. These pages do not invent a room in the city the search box named. The files travel. The close is the work.
This site publishes no ranking of firms, and it does not score your numbers on a public page. The cash you can point at comes after the bank match, and after the tax you collected has been set aside from profit. That pair of steps is the monthly work. The limit on a signed report lives on this page, and the other pages point here instead of stretching the limit into a speech.
A folder that shows up in March is not a month the bank has already agreed with. Hiring does not happen by reading this page. A note asks for a talk. A signature on an engagement letter is what starts paid work, and that letter names the scope and the fee before anyone begins. Until that letter exists, the tenth is the rhythm we describe, not a date we have already promised you.
If the rate printed on one of these pages is wrong, call and name the line. The page is corrected. A quiet wrong row does not earn a longer life. If you only wanted to read how the limit is drawn, you can leave from here without sending anything.
